In 2004 it was over 18,000 (source: National Crime Records Bureau). Many drown themselves in dirty water. In Lima we meet families struggling to live without one of life’s basic necessities. With only a few liters of water a week, their children’s health is at risk, and they’re at the mercy of unscrupulous businessmen, whose water trucks sell allegedly contaminated water at inflated prices. For others, the situation is even bleaker - we meet people without access to any water at all, who are forced to beg their neighbors every day for enough to wash and cook with. But there are no easy answers to the deepening crisis. Peru’s industries have brought jobs, wealth and even women’s empowerment to vast areas that used to be desperately poor. In the four years since the drought in California began, the lack of water has cost thousands of jobs, caused noticeable changes in the landscape and induced desperation among citizens who are running out of options. "If you're going to be serious about using markets to allocate water, the first thing you have to do is let the market determine the price," says Reed Watson, the executive director at the Property and Environment Research Center, or PERC, a nonprofit think tank is based in Bozeman, Montana. If California wants to ease the effects of its drought, Watson says, government should get out of the way and leave resource allocation to the market.
